This is a clear example of how lightly the subject of administrative integration is treated.

Administrative integration is not simply a matter of pros and cons. It is a matter that is directly related to the lives of cities and residents, and their voices must be reflected. Only then can the trust of the city and residents be gained, and true integration can be achieved.

Real integration is about bringing people's hearts together and combining different voices into one. The path is never easy, but only through cooperation and procedures. I hope this incident will serve as an opportunity to recall the lessons.

홍준표 대구시장은 돌연 기자간담회를 열고, 페이스북을 통해 통합 논의의 무산을 선언했다. 이 일방적이고 급작스러운 발표는 시·도민에게 혼란을 주었고, 지역 간 불필요한 갈등을 일으켰다. 이 사태의 원인을 경북도의회와 경북도 집행부의 마찰 탓으로 돌리는 것은 명백한 책임 전가이다. 통합청사와 관할구역 문제부터 기초지자체 자치권 약화, 주민투표 여부에 이르기까지 중요한 사안들이 제대로 논의되지 않았다. 이는 행정통합이라는 주제를 얼마나 가볍게 다루고 있는지 단적으로 보여주는 사례다.

또한, 대구시 집행기관이 경북도의회 의장의 사퇴를 요구한 것은 경북도민을 대표하는 의회를 모독하는 행위이다. 그동안 합의되지 않은 발표로 상처받은 도민들에게 진정 어린 사과를 요구하는 것은 당연한 일이다. 만약 홍준표 시장이 이를 막말이라 칭한다면, 정작 본인의 발언은 막말의 범주를 훨씬 넘어섰다는 것을 깨달아야 한다.

이번 사태를 보며 느끼는 것은, 행정통합이 진정으로 시·도민을 위한 것인지, 아니면 정치적 이익을 위한 것인지에 대한 의문이다. 통합의 본질은 서로 다른 목소리를 하나로 모으고, 협치를 통해 새로운 길을 찾는 데 있다. 그러나 이번 일련의 사태는 협치의 부재와 절차의 무시로 인해 그 본질이 크게 훼손되었다.

이제 필요한 것은 정치적 독단이 아닌, 신중함과 책임감이다. 대구시와 경북도는 행정통합이라는 거대한 과제를 앞에 두고 있다. 이 과제를 성공적으로 수행하기 위해서는 절차와 협치를 존중하는 자세가 무엇보다 중요하다. 그래야만 시·도민의 신뢰를 얻을 수 있고, 진정한 통합이 이루어질 수 있다.

진정한 통합은 사람들의 마음을 모으고, 서로 다른 목소리를 하나로 엮는 것이다. 그 길은 결코 쉽지 않지만, 협치와 절차를 통해서만 가능하다. 이번 사태가 그 교훈을 되새기게 하는 계기가 되길 바란다.
