When fall comes, festivals take place across the country. Every street is filled with banners proclaiming the event, and various performances and food attract people. However, it should not be forgotten that hundreds of millions of won of budget will be spent behind the colorful festivals. Do these festivals, which are run with taxpayers' money, really play a public role in their value?

For many, festivals are an opportunity to escape from daily life for a short time. However, a closer look at these festivals reminds people of the 3S policies of the days under dictatorship in the past. The 3S policy was designed to divert people's dissatisfaction with the government from Japan and South Korea after World War II. The policy, which desensitized the public by using sports, sex, and video, seems to be taking its place today. Major issues are buried under colorful stages and flashy lighting.

The bigger problem is that the festival becomes another stage for local government heads or politicians. They naturally participate in the event, greet local residents, and show off their presence. They use it as an opportunity to raise their awareness and earn the trust of the residents through the acquiesced right to speak. The fact that this entire process is made up of taxpayers' money adds bitterness.

If the festival is originally intended to promote local culture and raise a sense of community, it should not be turned into a 'promotional stage' for politicians. It is a betrayal of the people that public funds are used to pursue personal interests. Moreover, on this stage, politicians indirectly grow their own supporters and prepare for the next election. This is an indirect election campaign and an act of ignoring the consciousness of the people.

These privileges must now disappear. Structures in which heads of local governments or politicians expand their influence through festivals should be institutionally completely blocked. Local events should remain solely for local residents, and there should be no more room for those in power to take advantage of them.

We must be wary of those who play on top of lawmakers' heads, like the Myung Tae-kyun case. They try to extend their power by deceiving the people's eyes. However, the people's eyes cannot be deceived. Only when we look back on the true purpose of various festivals and events and critically look at the political intentions behind them can we move forward to a more mature society.

Festivals can entertain us. But it's time to think about who the pleasure is for and what the price is.

가을이 오면 전국 곳곳에서 축제가 열린다. 도로 곳곳이 행사를 알리는 현수막으로 가득 차고, 각종 공연과 먹거리가 사람들을 유혹한다. 그러나 이 화려한 축제들 뒤에는 수억 원의 예산이 투입된다는 사실을 잊어서는 안 된다. 국민의 혈세로 운영되는 이 축제들은 과연 그 가치만큼의 공공적 역할을 하고 있을까?

많은 이들에게 축제는 잠시나마 일상에서 벗어나 즐길 수 있는 기회다. 하지만 이 축제들을 자세히 들여다보면 마치 과거 독재정권 시절의 '3S 정책'을 연상시키는 면이 있다. 3S 정책은 제2차 세계대전 후 일본과 대한민국에서, 정부에 대한 국민의 불만을 다른 곳으로 돌리기 위해 고안된 전략이었다. 스포츠(Sports), 성 풍속(Sex), 영상(Screen)을 이용해 대중을 무감각하게 만들었던 이 정책은, 현재 많은 축제가 그 역할을 대신하는 듯하다. 화려한 무대와 현란한 조명 속에서 정작 중요한 문제들은 묻혀버린다.

더 큰 문제는 축제가 지자체장이나 정치인들에게 또 다른 무대가 된다는 것이다. 그들은 자연스럽게 행사에 참여하고, 지역 주민들과 인사를 나누며 자신들의 존재감을 과시한다. 묵인된 발언권을 통해 자신의 인지도를 높이고, 주민들의 신임을 얻는 기회로 삼는다. 이 모든 과정이 국민의 세금으로 이루어진다는 사실은 씁쓸함을 더한다.

축제가 본래 지역 문화를 알리고 공동체 의식을 높이기 위한 취지라면, 정치인들의 '홍보 무대'로 변질되어서는 안 된다. 공공의 자금이 개인적인 이익 추구에 이용되는 것은 국민에 대한 배신이다. 더욱이 이러한 무대에서 정치인들은 간접적으로 자신의 지지세력을 키우고, 다음 선거를 위한 준비를 한다. 이는 간접선거운동이자 국민의 의식을 무시하는 행위다.

이러한 특권은 이제 사라져야 한다. 지자체장이나 정치인이 축제를 통해 자신들의 영향력을 확대하는 구조는 제도적으로 철저히 차단되어야 한다. 지역행사는 오롯이 지역민을 위한 행사로 남아야 하며, 권력자들이 그 속에서 이익을 취할 수 있는 여지는 더 이상 허용돼서는 안 된다.

우리는 명태균 사건처럼, 국회의원 머리 위에서 노는 사람들을 경계해야 한다. 이들은 국민들의 눈을 속이며 자신들의 권력을 연장하려 한다. 그러나 국민의 눈은 속일 수 없다. 각종 축제와 행사의 진정한 목적을 되돌아보고, 그 이면에 숨은 정치적 의도를 비판적으로 바라볼 때, 우리는 비로소 더 성숙한 사회로 나아갈 수 있다.

축제는 우리에게 즐거움을 줄 수 있다. 그러나 그 즐거움이 과연 누구를 위한 것인지, 그리고 그 대가가 무엇인지 생각해볼 때다.
