An important issue in this situation is the possibility of a violation of the Political Fund Act. Article 31 of the Political Fund Act stipulates "prohibition of illegal expenditure of political funds", and if local government promotional expenses are paid to media companies with specific political positions, and these funds are used for political activities, this could be a clear legal violation. If public relations expenses were used for civic group activities and the organization was mobilized for political purposes, this could extend to charges of illegal provision under the Political Fund Act.

If this situation turns out to be legally illegal, it can be sentenced to up to five years in prison or fined up to 20 million won, and the possibility of being investigated by the Board of Audit and Inspection and the prosecution cannot be ruled out. This will put a heavy burden on the media as well as on the Gumi City.

What is the natural role of the media? The media does not just convey information, but plays an important role in monitoring and criticizing power. However, in the case of Gumi City, the execution of media promotional expenses that reflect political positions poses a risk of undermining the independence of the media and being subordinated to power. The media should lead social discussions and contain various voices. However, Gumi City's concentration of promotional expenses on specific media companies hinders this natural role and is an obstacle to providing objective and fair information to citizens.

In addition, the execution of promotional expenses in Gumi City does not properly reflect the current situation. At a time when numerous small business owners are going out of business due to the economic recession, proper execution of promotional expenses is urgently required. However, Gumi City is spending heavily on promoting the Park Chung-hee Marathon, which can result in an emphasis on political symbolism rather than efforts to solve local economic and social problems.

The promotional expenses paid by Gumi City to the media are not just advertising expenses, but play an important role for the formation of healthy public opinion in the community and the transparency of policies. Therefore, it is against the basic principles of democracy that these funds are concentrated in media companies that support certain political positions. Gumi City should create an independent media environment that can provide fair information and various voices to its citizens. To this end, it is necessary to maintain political neutrality and win the trust of the local community through fair and transparent execution of promotional expenses.
