The Ministry of Patriots and Veterans Affairs (Minister Kang Jeong-ae) said, "On the occasion of the 100th anniversary of the establishment of the Justice Ministry, an armed struggle group for Japanese colonial era and independence of the country, Kim Chang-hwan (1963 Independence Hall), Lee Jin-san (2014 Independence Hall), Yoon Deok-bo (1995) and Kim Won-sik (1968 Independence Hall) were selected as "independence activists in February 2024."

Since 1919, many independence movement groups have resisted Japanese imperialism with armed struggle.

As a result, the Japanese imperialism committed the Gyeongsin disaster in 1920, and the unstable Korean community in Jaeman gathered eight organizations to restore the front of the independence movement and established the Ministry of Justice in 1924.

Kim Chang-hwan (1872), born in Gwangju, Gyeonggi-do, joined the Shinminhoe, a secret association, and jumped into the independence movement when he was deprived of national power by Japanese imperialism while serving in the Korean Empire Army.

In the Ministry of Unification, he served as the commander of the volunteer army and demonstrated his military capabilities as a former member of the Korean Empire Army, and in the Ministry of Justice, he served as a finance member.

At the time of the Manchurian Incident in 1931, he served as the deputy commander of the Korean Independence Army and later died in Nanjing, China, while serving as a major executive in the Korean National Revolutionary Party.

Born in Uiseong, Gyeongsangbuk-do, Lee Jin-san (1880) sponsored Shinheung Military School established by members of the Shinminhoe and served as the legal director of the Han Chinese Association, an independence movement organization in West Gando

Mr. Lee Jin-san, who was elected as a member of the Provisional Assembly in 1919 and signed a Korean independence petition to be sent to representatives of other countries attending the Pacific Conference, later served as a member of the National Congress' legislative foundation and served as the chairman of the Justice Committee in the Justice Ministry.

Yoon Deok-bo (1881), born in Hongwon, Hamgyeongnam-do, moved to Manchuria after participating in the Manse protest movement in Hamgyeongnam-do and worked in the Korean Independence Army.

In 1922, the Korean Gwangjeongdan supported the organization's activities with general armament, and after the organization was expanded and reorganized, it became the head of the Korean Gwangjeongdan.

In 1924, he was elected as an administrative member of the Justice Ministry, and served as the chairman of the Central Administrative Committee and the chairman of the Foreign Affairs Committee.

Kim Won-sik (1889), born in Andong, Gyeongsangbuk-do, moved to Manchuria after holding a Manse protest in Andong, and recruited military funds from the West Sea County Office.

He served as secretary of the Justice Ministry, and continued to campaign for independence by forming the Jaeman Farmers' Alliance Executive Committee and the Shinhan Independence Party in 1933 to serve as chairman of the organizing committee.

As the independence movement in Korea became difficult after the March 1st Movement, people with the will of independence and freedom moved to Manchuria and organized armed struggle. Kim Chang-hwan, Lee Jin-san, Yoon Deok-bo, and Kim Won-sik stood at the forefront and suggested the direction of the independence movement.

The government awarded the Order of Merit for National Foundation to Kim Chang-hwan, Lee Jin-san, Yoon Deok-bo, and Kim Won-sik, respectively, to commemorate the achievements of the teachers.

사진 설명:  국가보훈부에서 선정한 2024년 2월 이달의 독립운동가 김창환, 이진산, 윤덕보, 김원식 

 국가보훈부(장관 강정애)는 “일제강점기, 조국독립을 위한 무장투쟁 단체인 정의부 설립 100주년을 맞아 정의부에 소속되어 만주에서 무장 독립투쟁을 전개한 김창환(1963년 독립장), 이진산(2014년 독립장), 윤덕보(1995년 독립장), 김원식(1968년 독립장) 선생을 <2024년 2월의 독립운동가>로 선정했다”고 밝혔다.

  1919년부터 만주에서는 많은 독립운동단체들이 일제에 무장투쟁으로 저항하였다. 

이에 일제는 1920년 경신참변을 자행했고, 불안정했던 재만 한인사회는 독립운동 전선 복구를 위해 8개 단체가 모여 1924년 정의부를 설립하였다.

  경기도 광주 출생인 김창환(1872년) 선생은 대한제국 육군으로 복무하다 일제에 의해 국권을 빼앗기자 비밀결사단체인 신민회에 가입하여 독립운동에 투신하였다.

  대한통의부에서는 의용군 사령장으로 근무하면서 대한제국 육군 출신으로서의 군사적 역량을 발휘했으며, 정의부에서는 재무위원으로 활동하였다.

  1931년 만주사변 당시, 한국독립군 부사령으로 일제와의 전투에서 전과를 올렸으며, 이후 조선민족혁명당에서 주요 간부로 활동하다가 중국 남경에서 사망하였다.

 경상북도 의성 출생의 이진산(1880년) 선생은 신민회 인사들이 세운 신흥무관학교를 후원하고, 서간도 독립운동기관인 한족회의 법무부장으로 활동하였다

  1919년 임시의정원 의원으로 선출된 후 다른 의원들과 함께 태평양회의에 참석한 각국 대표들에게 보낼 한국 독립청원서에 서명한 이진산 선생은  이후 국민대표회의 의정기초위원으로 활동하였으며, 정의부에서는 법무위원장을 맡는 등 중추적인 역할을 담당하였다.

 함경남도 홍원 출생의 윤덕보(1881년) 선생은 함경남도에서 만세시위운동에 참여한 뒤 만주로 이주하여 대한독립군비단에서 활동하였다.

  1922년, 대한광정단에서 총무장으로 단체의 활동을 지원하였으며, 조직이 확대 개편된 이후에는 대한광정단의 단장이 되었다.

  1924년에는 정의부 행정위원으로 선출되었으며, 중앙행정위원장과 외교위원장 등으로 활약하였다.

  경북 안동 출생인 김원식(1889년) 선생은 안동지방에서 만세시위를 하다 만주로 이주하여 서로군정서에서 군자금 모집활동을 하였다.

  정의부에서는 비서장으로 역할을 했으며, 재만농민동맹 집행위원, 그리고 1933년 신한독립당을 결성하여 조직위원장으로 활동하는 등 지속적인 독립운동을 전개했으며, 이후 만주지역 청년들을 대상으로 낙양군관학교 한인 입교생 모집에 주력하였다.

  3･1운동 이후 국내에서의 독립운동이 어려워지자 독립과 자유의 뜻을 품은 인사들이 만주로 이주하여 조직적으로 무장투쟁을 전개하였으며, 김창환, 이진산,  윤덕보, 김원식 선생은 그 선봉에 서서 독립운동이 나아갈 방향을 제시하였다.

 정부는 선생들의 공훈을 기리기 위해 김창환･이진산･윤덕보･김원식 선생에게 건국훈장 독립장을 각각 추서하였다.
