Baekiljang is a local literary school promotion measure that gathered and examined Confucian scholars of the Joseon Dynasty, mimicking the past tense and allowing the test manager to write poems on the spot, giving a manor to a person with excellent grades.

Today, each local institution and organization holds various genres in honor of the original meaning of the writing contest.

백일장은 조선시대 유생들을 모아 시문으로써 시험을 치르던 지방의 문교 진흥책으로 과거형식을 흉내내어서 시험관리관이 시제(試題)를 내걸고 즉석에서 시문을 짓도록 하여 그 성적이 뛰어난 사람에게 장원을 주어 표창하였다.

과거시험은 관에서 치러지며 관리임용의 기회가 주어지는 데 반하여, 백일장은 민간적 차원에서 주도되었으며 문학적 명예만이 주어졌다.

오늘날에는 각 지역 기관과 단체에서 백일장의 본 뜻을 기려 다양한 장르로 치르고 있다.

인간의 내재된 문학과 예술적 감성을 발현시키고 동기부여할 수 있는 백일장을 통해 지역인재를 발굴하는 차원도 있다.

지역에서 배출된 인재는 장차 큰일꾼으로서 많은 사람들의 삶에 변화를 야기할 수 있다.

교권이 실추되어 수십만의 교사들를 거리로 나오게 만든 작금의 현실은 변화되고 개선되어야만 한다.

인간이 인간의 미래를 위해 투자할 수 있는 가장 현명한 방법은 바로 교육과 지성 함양을 통한 인재 양성이다.
