According to the Korean Studies Central Research Institute, the Saemaul Movement in the popular conventional wisdom is a "well-being movement" that solves poverty and hunger, and President Park Chung-hee summons the leader who led it from the far side of memory.

This commemorates Park Chung-hee by emphasizing the tradition and present nature of the Saemaul Movement, which continues in Gyeongsangbuk-do even after Park Chung-hee. The Saemaul Undong Theme Park Exhibition Hall is part of the Park Chung-hee Memorial Space, which runs from the birthplace of President Park Chung-hee to the Park Chung-hee Museum and the Saemaeul Undong Theme Park.

The process of establishing it reveals the characteristics of the commercialization of memories centered on local power and the politics of conservative commemoration. The selected memories of the memorial hall are valued at the same value as Park Chung-hee, the Saemaul Movement, and economic development.

This is silent about the collapse of rural areas in the 1970s, the Saemaul Movement, which justified the Yushin system, and the dictatorship of Park Chung-hee. The Saemaul Movement, reproduced by the three Saemaul Movement Memorial Hall in Gyeongsangbuk-do, has become a kind of "imaginary North Talgear."

한국학중앙연구원에 따르면 대중의 통념 속 새마을운동은 가난과 배고픔을 해결한 ‘잘 살기운동’이며, 박정희 대통령은 이를 이끌었던 지도자를 기억의 저편에서 소환시킨다.

이러한 신화는 경상북도 청도와 포항의 새마을운동발상지기념관과 구미시의 새마을운동테마공원전시관과 같은 기념관 건립을 통해 기억의 터를 마련했다.

청도 신도리와 포항 문성리의 기념관은 새마을운동발상지를 둘러싼 주민들의 인정투쟁과 관주도 기념의 정치의 산물이었다고 한다.

한국학중앙연구원은 기념관을 중심으로 한 ‘새마을운동의 성역화’는 박정희에 대한 신화화였다는 주장이다.

구미시는 ‘종주도시’라는 추상적 개념으로 자신의 지역적 정체성을 세우고자 했다.

이는 박정희 이후에도 경상북도에서 지속되는 새마을운동의 전통과 현재성을 강조함으로써 박정희를 기념한다. 새마을운동테마공원전시관은 박정희 대통령 생가에서 박정희대통령 유물관과  새마을운동테마공원으로 이어지는 박정희 기념공간의 일부다.

이의 건립 과정은 지역 권력을 중심으로 한 기억의 상업화, 보수적 기념의 정치의 특징을 잘 드러낸다. 기념관이 보여주는 선별된 기억은 박정희, 새마을운동, 경제발전을 같은 가치로 매긴다.

이는 1970년대 농촌의 몰락, 유신체제를 정당화했던 새마을운동, 박정희 독재에 대해서는 침묵한다. 경북의 세 새마을운동기념관이 재현한 새마을운동은 일종의 ‘상상적 노스탤지어’로 자리잡았다.

고루한 옛 이념에 사로잡혀 빛의 속도로 전개되는 미래를 받아들이지 못하는 것이 4차산업혁명의 전초기지인 구미국가산단의 모순점이다.

인간은 좋은 기억은 되새기고 나쁜 기억은 가슴 속 깊은 곳에 꽁꽁 숨겨버리는 양면성을 가진 존재다. 

독일인의 우수성은 1970년 12월 7일 폴란드 바르샤바의 유대인 위령탑 앞에서 당시 서독의 빌리 브란트 총리가 무릎을 꿇고 사죄하는 모습에서 확연히 드러난다.

침묵 속에 사상의 자유를 억누르며 묵묵히 새마을운동에 동참하여야만했던 박정희 시대의 향수를 이념의 잣대에서 벗어나 고난과 고통의 시대를 슬기롭게 잘 극복한 우리 민족의 자랑으로 승화시켜야만 한다.

그런 의미에서 새마을테마공원에는 진정한 민족화합의 테마가 있어야만 한다.

새마을테마공원에 역대 대통령의 공과 사 그리고 업적을 담은 역동적인 동상 건립이 필요하다.
