Hampyeong County, a quiet rural village, has a peaceful and beautiful nature. But there is a big problem hidden in this peace.

The population is decreasing. In December 2023, the population decreased to 30,348, and 40.7 percent of the population aged 65 and over. The number is not just a statistic. It tells the reality of Hampyeong County.

Hampyeong County has a lot to learn from Sweden and Japan. Sweden has increased its population by balancing work and family.

Childcare leave and flexible work systems were introduced to increase the birth rate, and marriage and childbirth were encouraged by increasing life stability.

Japan encouraged young people to leave the cities and settle in the provinces through local development policies. These countries have made no effort to solve the population problem in the region.

But we should not stop at simply copying foreign examples. The real solution is to understand Hampyeong County's fundamental problems and establish a family-oriented policy. Family should be at the center.

First, it should provide an environment where families can live safely and happily. Public and inexpensive rental housing should be expanded, and parks and playgrounds where children can run around should be created.

Ensuring street safety and preventing crime are also essential. Families want safety. We have to provide that safety.

Second, the burden of parenting on parents should be reduced. Quality childcare facilities should be expanded, and childcare leave and flexible work systems should be strengthened.

It is also necessary to support parents to raise their children better through parental education programs. Children are the future. We need to invest now to brighten that future.

Third, you should take care of the health of your family members. You should take care of your family's physical and mental health through regular health check-ups and medical support.

It is also important to run psychological counseling services and programs to help families communicate. A healthy family creates a healthy society. We have to keep that health.

Fourth, work-family balance should be balanced. Working hours should be adjusted and telecommuting and flexible working systems should be introduced.

We need to increase the time for families to be together through the family vacation system. Work-family balance is the core of happiness. We have to provide that balance.

Finally, a family support network in the community should be established. Family support centers should be established and various family support programs should be provided.

Communication between neighbors should be encouraged and family-oriented events and festivals should be held to strengthen the community.

Hampyeong-gun is a small but infinite possibility. Family-centered policies can make that possibility a reality.

This road is difficult but possible. We can do it. Hampyeong County has a bright future. Let's build that future together.

함평군. 조용한 시골 마을, 평화롭고 아름다운 자연을 품고 있다. 그러나 이 평화 속에는 큰 문제가 숨어 있다. 

인구가 감소하고 있다. 2023년 12월, 인구는 30,348명으로 줄었고, 65세 이상의 고령 인구는 40.7%. 이 숫자는 단순한 통계가 아니다. 함평군의 현실을 말해준다.

함평군의 현재 모습은 스웨덴과 일본에서 배울 점이 많다. 스웨덴은 일과 가정의 균형을 맞추는 정책으로 인구를 늘렸다. 

육아 휴직과 유연근무제를 도입하여 출생률을 높였고, 생활 안정성을 높여 결혼과 출산을 장려했다. 

일본은 지방 창생 정책을 통해 청년들이 도시를 떠나 지방에 정착하도록 유도했다. 이들 국가는 지역의 인구 문제를 해결하기 위해 노력을 아끼지 않았다.

하지만 우리는 단순히 외국의 사례를 모방하는 것에 그쳐서는 안 된다. 진짜 해결책은 함평군의 근본적인 문제를 이해하고, 가족 중심의 정책을 세우는 데 있다. 가족이 중심이 되어야 한다.

첫째, 가족이 안전하고 행복하게 살 수 있는 환경을 제공해야 한다. 공공주택과 저렴한 임대주택을 확대하고, 아이들이 뛰어놀 수 있는 공원과 놀이터를 조성해야 한다. 

거리의 안전을 보장하고 범죄를 예방하는 것도 필수적이다. 가족은 안전을 원한다. 우리는 그 안전을 제공해야 한다.

둘째, 부모의 육아 부담을 줄여야 한다. 양질의 보육시설을 확충하고, 육아 휴직과 유연근무제를 강화해야 한다. 

부모 교육 프로그램을 통해 부모들이 더 나은 양육을 할 수 있도록 지원하는 것도 필요하다. 아이들은 미래다. 그 미래를 밝게 만들기 위해 지금 투자해야 한다.

셋째, 가족 구성원의 건강을 챙겨야 한다. 정기적인 건강검진과 의료 지원을 통해 가족의 신체적, 정신적 건강을 돌봐야 한다. 

심리 상담 서비스와 가족 간의 의사소통을 돕는 프로그램을 운영하는 것도 중요하다. 건강한 가족이 건강한 사회를 만든다. 우리는 그 건강을 지켜야 한다.

넷째, 일과 가정의 균형을 맞추어야 한다. 근로 시간을 조정하고 재택근무와 유연근무제를 도입해야 한다. 

가족 휴가 제도를 통해 가족이 함께할 수 있는 시간을 늘려야 한다. 일과 가정의 균형은 행복의 핵심이다. 우리는 그 균형을 제공해야 한다.

마지막으로, 지역사회의 가족 지원 네트워크를 구축해야 한다. 가족 지원 센터를 설립하고 다양한 가족 지원 프로그램을 제공해야 한다. 

이웃 간의 소통을 장려하고 가족 중심의 행사와 축제를 개최하여 공동체를 강화해야 한다.

함평군은 작지만 무한한 가능성을 지닌 곳이다. 가족 중심의 정책을 통해 그 가능성을 현실로 만들 수 있다. 

이 길은 어렵지만 가능하다. 우리는 할 수 있다. 함평군의 미래는 밝다. 그 미래를 함께 만들어가자.
