Political balance is essential. In order for the committee to become an important organization that determines the future of the region, a balanced composition encompassing the ruling and opposition parties is necessary. However, looking at the composition of the Gumi City Local Era Committee, a one-way personnel composition can create the seeds of conflict. Rather than coordinating conflicts and producing policies that can lead to harmony, this is more likely to lead to political advantages and being buried in temporal advantages. This structural imbalance can remain a short-term benefit policy, especially at a time when the participation of local residents is paramount.

The composition of this committee raises the question of whether it will be sustainable during regime change and amid changes in the political environment. A one-sided political composition can lead to greater political conflict over time. There is a risk that this will focus on short-term and superficial political gains, not practical policies for the development of Gumi City. This is why the questions about the feasibility of the policies proposed by the committee in the new political situation can really reflect the real needs of local residents are growing.

Programs to strengthen communication with citizens such as 'Local Era Talk Concert' and 'Local Era Academy' hosted by the Local Era Committee are welcome. However, in order for these programs to make substantial changes, structural reforms that can sufficiently reflect the voices of the field must be preceded. If there is no room for the opinions of various classes to be freely expressed in it, communication will be an empty echo.

The "local era" revealed by Kim Bong-kyo, chairman of the Yongun Education Foundation, is good, but Gumi City has a lot of homework to solve for its realization. It must be faced that the composition of the committee, which has not achieved political and social balance, may show limitations. Institutions and policies are of paramount importance, but the cooperation and authenticity of those who will realize them are also important conditions. The path forward for Gumi City is already visible, but it should not be forgotten that political understanding and balance are needed to help it move in the right direction.

6일, 구미시는 ‘구미시 지방시대위원회’를 공식 출범하며 지역 주도의 발전을 위한 첫 발을 내디뎠다. 그러나 그 출발은 화려한 선언 뒤 어두운 그림자를 드리운다. 위원회가 발표된 20명의 구성원을 보면, 시민사회, 경제계, 학계, 정계, 공무원 등 각계 각층의 의견을 반영하겠다고 했지만, 그 구성이 실상 여야의 편중을 드러내고 있다. 과연 이것이 진정으로 통합적인 정책을 도출해 낼 수 있을까?

정치적 균형은 필수적이다. 위원회가 지역의 미래를 결정짓는 중요한 기구로 자리잡기 위해서는 여야를 아우르는 균형 잡힌 구성이 필요하다. 그러나 이번 구미시 지방시대위원회의 구성을 보면, 한쪽 방향으로 치우친 인적 구성은 갈등의 씨앗을 만들 수 있다. 이는 갈등을 조정하고 화합을 이끌어낼 수 있는 정책을 생산하기보다는, 정치적 유불리를 떠나지 못하고 시기적 이점에 매몰된 결과로 이어질 가능성이 크다. 특히 지역 주민들의 참여가 무엇보다 중요한 시점에서, 이런 구조적 불균형은 단기적인 시혜성 정책에 머물 수 있다.

이런 위원회의 구성은 정권교체 시, 그리고 정치적 환경 변화 속에서 지속 가능할 것인가라는 의문을 던지게 만든다. 한 쪽으로 치우친 정치적 구성이 시간이 지나면서 더 큰 정치적 갈등을 일으킬 수 있다. 이는 구미시의 발전을 위한 실질적인 정책이 아니라, 단기적이고 표면적인 정치적 이득에 집중하게 될 위험이 있다. 새로운 정치적 상황에서 위원회가 제시하는 정책들이 과연 지역 주민들의 진정한 필요를 반영할 수 있을지, 그 실현 가능성에 대한 의문이 커지는 이유다.

지방시대위원회가 진행하는 ‘지방시대 토크콘서트’와 ‘지방시대 아카데미’와 같은 시민과의 소통 강화 프로그램은 환영할 만하다. 그러나 이러한 프로그램들이 실질적인 변화를 만들어내려면, 현장의 목소리를 충분히 반영할 수 있는 구조적인 개혁이 선행되어야 한다. 그 안에서 다양한 계층의 의견이 자유롭게 나올 수 있는 여지가 만들어지지 않는다면, 소통은 공허한 메아리가 될 것이다.

김봉교 용운교육재단 이사장이 밝힌 ‘지방시대’는 좋지만, 그 실현을 위해서는 구미시가 풀어야 할 숙제들이 산적해 있다. 정치적, 사회적 균형을 이루지 못한 위원회 구성이 한계를 보일 수 있음을 직시해야 한다. 제도와 정책이 무엇보다 중요하지만, 그것을 실현할 사람들의 협력과 진정성 또한 중요한 조건이다. 구미시가 앞으로 나아가야 할 길은 이미 눈에 보이지만, 그 길이 바른 방향으로 나아갈 수 있도록 정치적 이해와 균형이 필요함을 잊지 말아야 한다.
