There is one noteworthy fact in the population composition of the new city of Gyeongbuk Provincial Government as of March 2024. Half of the new city's residents are from Andong and Yecheon. This suggests that a cooperative solution for regional development is needed, not population competition between cities and counties in the northern part of Gyeongbuk. However, the confusion at the Gyeongbuk Development Corporation behind it clearly shows that the solution is by no means simple.

Gyeongbuk Provincial Government New Town was a project that started with a big dream to bring about innovation in Gyeongbuk. However, the growth of the new city did not go as planned after the relocation of Gyeongbuk Provincial Government in 2016. Looking back on the situation over the past few years, the second phase of the new city project has caused a waste of budget and delay in completion by constantly changing plans. Gyeongbuk Development Corporation has revised this project five times in the past four years, and in the process, the issue of additional payments worth 5 billion won due to fluctuations in prices and waste of 60 billion won in government-grade material costs arose. In addition, the high pre-sale price was criticized for preventing the influx of foreigners and reducing the vitality of the region.

The bigger problem is that the Gyeongbuk Development Corporation has signed contracts with foreign companies while ignoring the local economy and is losing trust with local residents. As suspicions of collusion with specific companies have been raised, questions about the transparency of the corporation have grown. This is not just an administrative mistake, but an example of the structural problems and lack of leadership of the corporation. Although President Lee Jae-hyuk is said to have promoted management innovation and business diversification since taking office, the inefficiency and opacity revealed in the provincial government's new city project show that the innovation is only superficial.

The biggest challenge facing the Gyeongbuk Development Corporation is innovation. We need to restore the trust of local residents and move toward coexistence with the local economy. Above all, transparent administration and responsible leadership are required. It is no longer possible to justify wasting the budget by repeating plan changes. The corporation should take lessons from its mistakes and find ways to make a practical contribution to the local economy and the lives of its residents.

2024년 3월 기준, 경북도청 신도시의 인구 구성에서 한 가지 주목할 만한 사실이 있다. 신도시 주민 10명 중 절반이 안동과 예천에서 전입한 인구라는 점이다. 이는 경북 북부권 시·군들 간의 인구 경쟁이 아닌, 지역 발전을 위한 협력적 해법이 필요함을 시사한다. 하지만 그 이면에 자리한 경북개발공사의 혼란은 그 해결책이 결코 간단하지 않다는 사실을 여실히 보여준다.

경북도청 신도시는 경북의 혁신을 가져오겠다는 큰 꿈을 안고 시작된 사업이었다. 그러나 2016년 경북도청 이전 이후 신도시의 성장은 계획대로 되지 않았다. 지난 몇 년간의 상황을 돌아보면, 도청 신도시 2단계 사업은 끊임없이 계획을 변경하며 예산 낭비와 준공 지연을 초래했다. 경북개발공사는 지난 4년 동안 이 사업을 다섯 차례나 수정했고, 그 과정에서 물가 변동에 따른 50억 원 규모의 추가 지급액과 600억 원의 관급 자재비 낭비 문제가 불거졌다. 또한, 높은 분양가는 외지인 유입을 막고, 지역의 활력을 저하시켰다는 비판을 받았다.

더 큰 문제는 경북개발공사가 지역 경제를 외면한 채 외지 업체들과 계약을 맺고, 지역 주민들과의 신뢰를 잃어가고 있다는 점이다. 특정 업체와의 유착 의혹까지 제기되면서 공사의 투명성에 대한 의문이 커졌다. 이는 단순한 행정적 실수가 아니라, 공사의 구조적 문제와 리더십 부재를 드러내는 사례로 볼 수 있다. 이재혁 사장이 취임 후 경영 혁신과 사업 다각화를 추진했다고 하지만, 도청 신도시 사업에서 드러난 비효율성과 불투명성은 그 혁신이 단지 표면적일 뿐임을 잘 보여준다.

경북개발공사가 직면한 가장 큰 과제는 바로 혁신이다. 지역 주민들의 신뢰를 회복하고, 지역 경제와 상생하는 방향으로 나아가야 한다. 이를 위해서는 무엇보다 투명한 행정과 책임 있는 리더십이 요구된다. 더 이상 계획 변경을 반복하며 예산 낭비를 정당화할 수 없다. 공사는 그동안의 실수를 교훈 삼아, 지역 경제와 주민들의 삶에 실질적인 기여를 할 수 있는 방안을 찾아야 한다.
