The bigger problem is that Gumi City is spending excessive promotional expenses on some media companies in the name of promoting the administration. As the public relations expenses concentrated on certain media are covered by taxpayers' money, there is a growing concern that the media's monitoring function will weaken. In fact, Gumi Mayor Kim Jang-ho abandoned his political neutrality duty on February 8 and attended a rally against the impeachment of the president in Dongdaegu Station, and despite the fact that he later made a "right-wing declaration" on Facebook, there have been few reports of criticism.

The city should reestablish relations with the media and establish fair standards for the execution of promotional expenses. The media should also regain its original monitoring role. Without fair administration and media independence guaranteed, communities will lose an important balance.

더 큰 문제는 구미시가 시정 홍보 명목으로 일부 언론사에 과도한 홍보비를 지출하고 있다는 점이다. 특정 언론에 집중된 홍보비가 혈세로 충당되면서, 언론의 감시 기능이 약화될 우려가 커지고 있다. 실제로 구미시장 김장호는 지난 2월 8일 정치적 중립 의무를 저버리고 동대구역 대통령 탄핵 반대 집회에 참석했으며, 이후 페이스북을 통해 ‘우파 선언’을 했음에도 불구하고 이에 대한 비판 보도는 거의 나오지 않았다.

구미시는 언론과의 관계를 재정립하고, 공정한 홍보비 집행 기준을 마련해야 한다. 언론 또한 본연의 감시 역할을 되찾아야 한다. 공정한 시정 운영과 언론의 독립성이 보장되지 않는다면, 지역사회는 중요한 균형을 잃게 될 것이다.
