Social value is a difficult concept that cannot be accurately defined as one because it is measured through various forms of organization and methods.

The definition of social values may vary depending on the purpose of viewing social values.

In the president's New Year's address in 2018, he announced that the realization of social values in the public sector is a major policy goal, saying, "The government operation should be shifted to social values."

In 2014, the "Basic Act on the Realization of Social Values of Public Institutions" was proposed, and in October 2016, the "Basic Act on the Realization of Social Values of Public Institutions" was re-emerged.

The social value stipulated by law is a desirable value aimed at a sustainable community beyond individuals, and is a value that can contribute to the development of the public interest and community in all areas such as society, economy, environment, and culture.

According to the Framework Act on the Realization of Social Values, it covers human rights and safety, health and welfare, labor, jobs, social disadvantaged support, win-win cooperation, community restoration, local economy, responsibility and ethics, environment, and participation.

In the end, social values contain the ultimate value of life that we should aim for a world where we live well together.

For example, the first bridgehead for realizing social values can be seen as close to us like the Dong Community Support Center.

The Wonpyeong 2-dong Community Support Center provided an opportunity to listen to the reality of the elderly living alone and find ways to help them by being the medium of the "senior support group" and to provide side dishes and improve the quality of life in the future.

사회적 가치란 다양한 형태의 조직과 방법을 통해 측정이 되므로 정확하게 하나로 정의 될 수 없는 어려운 개념이다.

사회적 가치를 바라보는 목적에 따라 사회적가치의 정의가 달라지기도 한다.

지난 2018년 대통령 신년사에서 "정부운영을 사회적 가치 중심으로 전환해야 한다"며 공공부문의 사회적 가치 실현이 주요 정책 목표임을 공표한 바가 있다.

2014년 '공공기관의 사회적 가치 실현에 관한 기본법안'이 발의됐고 2016년 10월에는 '사회적경제 기본법안', 2016년 8월 '사회적경제 기업 제품의 구매촉진 및 판로지원에 관한 특별법안' 그리고 2016년과 2017년에는 '공공기관의 사회적 가치 실현에 관한 기본법안'이 재발의 되었다.

법으로 규정하고 있는 사회적 가치는 개인을 넘어 지속가능한 공동체를 위해 지향하는 바람직한 가치이며 사회, 경제, 환경, 문화 등 모든 영역에서 공공의 이익과 공동체 발전에 기여할 수 있는 가치이다.

사회적 가치 실현 기본법안에 따르면 인권과 안전, 건강과 복지, 노동, 일자리, 사회적약자지원, 상생협력, 공동체복원, 지역경제, 책임과 윤리, 환경, 참여 등의 내용을 포괄하고 있다.

결국 사회적가치란 함께 더불어 잘 사는 세상을 위해 우리가 지향해야 하는 삶의 궁극적인 가치를 내포하고 있다.

한 예로 사회적 가치 실현의 제일 교두보는 바로 동주민지원센터와 같이 우리 가까이에 있다고 볼 수 있다.

원평2동주민지원센터에서는 '독거노인 어르신 후원회가' 매개체 되어 독거노인이 처한 현실을 청취하고 도움을 줄 수 있는 방안을 모색한 결과 반찬지원과 더불어 앞으로 더 나은 삶의 질 향상을 위해 관심을 가지는 계기를 마련했다.
