Opinions are divided over the Gumi-Suseo KTX joint high-speed railway recently hung across Gumi, and some citizens are skeptical.

If you look at the gist of the banner, it says that it will go from Gumi to Suseo in 1 hour and 50 minutes by KTX-joint, and it will depart from Gumi Station to Suseo in Gangnam, Seoul. And it is about traveling from Gumi to Suseo within two hours.

There are also strong claims that these contents were wrong due to illegal banners that informed false information.

Looking at the criticism that it is close to hope torture, it seems that concerns arise because there is a past of experiencing disappointment with the high-speed rail transportation network.

According to Gumi City, when the Jungbu Inland Line is completed in 2030, it is expected that exchanges between regions will be activated. "If the Daegu Metropolitan Railway Phase 2 (Gimcheon-Gumi) project is selected as a new project, access from Gumi to the Seoul metropolitan area will be improved.

There is a possibility, but people are negative about KTX-negative because they cannot feel it right away and their sense of reality has decreased.

Controversial issues in the region need to be understood in a large framework for national policy.

According to national policy planning experts, thorough linkage and cooperation with the region must be made in order to develop practical technologies and revitalize industries for balanced national development.

In setting a big direction, the government believes that if each project is planned and promoted, it will be closer to balanced national development, considering what each local government can do best and how to fully utilize its capabilities so far.

Since the COVID-19 pandemic, Korea and the world have been on an unprecedented pace of change, and there are many important tasks that cannot be missed, such as challenges to carbon neutrality through RE100 and 4th Industrial Revolution technologies represented by artificial intelligence, big data, and machine learning.

In an era of rapid change, the role of local government leaders must be based on sharp insights to discover new values and present strategies to lead change, and to show the ability and determination to win the trust of the local people.

최근 구미 전역에 걸려진 구미-수서 KTX 이음 고속철도와 관련해 의견이 분분하며 일부 시민들은 회의적인 반응이다.

현수막 내용의 골자를 살펴보면 구미에서 수서까지 KTX-이음으로  1시간 50분 만에 간다는 내용과 서울 강남 수서까지 구미역에서 출발한다. 그리고 구미에서 수서까지 2시간 내에 다닌다는 내용이다.

이러한 내용들에 대해 허위사실을 알린 불법현수막으로 잘못됐다는 강한 주장도 나오고 있는 실정이다.

희망고문에 가까운 사실이라며 비판하는 내용들을 살펴보면, 고속철도 교통망에 대한 실망을 경험했던 과거가 있기 때문에 우려가 나오는 것으로 보인다.

구미시에서 발표한 내용에 따르면 2030년 중부내륙선이 완공되면 지역 간 교류 활성화가 가능해질 것으로 예상하고 있고, "대구권 광역철도 2단계(김천~구미)사업이 제4차 국가철도망 구축계획의 신규사업으로 선정되어 개통시 구미에서 수도권까지 접근성이 높아지고, 수서-문경-김천-(구미)-동대구로 연결된다면 중부내륙선을 통해 원평동 소재 구미역을 이용하는 이용객은 강남까지 2시간 내에 갈 수 있다."라고 한다.

가능성은 있으나 당장은 체감되지 못하고 현실감이 떨어진 탓에 사람들은 KTX-이음에 대해 부정적인 입장이다.

지역의 논란이 되는 사안은 국가정책에 대한 큰 틀에서 이해가 필요하다.

국가정책기획 전문가들에 따르면 국가균형발전을 위한 실질적 기술 개발과 산업 활성화를 위해서는 철저한 지역과의 연계 및 협업이 이루어져야 한다.

정부가 큰 방향성을 설정함에 있어 각 지자체가 가장 잘 할 수 있는 일과 지금까지 갖춰온 역량을 충분히 활용할 수 있는 방안을 고려해 각 사업들이 기획되고 추진된다면 국가균형발전에 더욱 가까워질 수 있으리라는 판단이다.

코로나19 펜데믹 이후 대한민국과 전세계는 유례없는 변화의 급물살을 타고 있고 인공지능과 빅데이터 그리고 머신러닝 등으로 대표되는 4차 산업혁명 기술과 RE100을 통한 탄소중립을 향한 도전 등 어느 것 하나 빼놓을 수 없는 중차대한 과제들이 산적해있다. 

급격한 변화의 시대에 지자체 리더의 역할은 날카로운 통찰을 바탕으로 새로운 가치를 발굴하고 변화를 선도할 수 있는전략들을 제시해야만 하며 지역민의 신뢰를 한 몸에 받을 수 있는 역량과 투지를 보여야만 한다.
